目前，我国企业赞助的高校科研经费比例很少，绝大多数经费是由政府赞助的，而且经费的额度也有限。欧美一些发达国家的科研投入经费的额度已超过了3%，而我国的科研经费的比例不到2%，远远落后于发达国家的一般水平。对知识产权的保护，其本质上也是对社会经济发展与科技进步动力的保护，其结果是为社会发展服务的，是把科技成果能够转化为生产力的一种主要途径，使得科研成果的价值能够得到应有的体现。因此，我国政府应加大对专利保护的投入力度。
